This unnamed criminal was sentenced to prison under the law that forbids joining the Legion of Super-Heroes under false pretenses. He did it so he could sabotage their Emergency board to further a criminal plot.

The circumstances of this case remain an untold story of the LSH.

My theory is that this guy is the Classic Legion version of James Cullen/Kid Quantum. But that's not only retcon| it's retconned-retcon.
