Terran Council

The Terran Council was originally a biennial meeting of Nexus delegates, held in conjunction with the World Creativity Conference (usually held the first week in September).

The Fifteenth Terran Council, held during the crisis of 2042, superceded the United Nations and became the de facto world government. Its authority was confirmed by a series of plebicites held in 2043-44. Following this date, the Terran Council met in regular sessions. At first, the 101 delegates were appointed or elected on a regional basis, generally following Nexus geographical divisions; by 2100, 42 seats were held by Nexus Idara, and the remaining 59 seats were at large.

In 2153, the 70th Terran Council proclaimed the Terran Empire, and reorganized as the Imperial Council.


Secretary-Generals of the Terran Council

 

After the Sack of Terra in TE 381 the Imperial Council moved to Laxus, and Terra was left to its own devices. A new group was formed to take the reigns of planetary government and coordinate the rebuilding effort. This new group took the name and legacy of the old Terran Council, but besides the name there was no continuity with the original Council.

 

Act of Non-Exploitation

The Imperial Act of Nonexploitation was passed in TE 123, five years after the discovery of the Kien Khwei, and was required by the Kien Khwei as a condition of opening the Kao Li trading hegemony for Imperial trade.

Major provisions of the Act included:

  1. Guaranteed native government.
  2. Minimal Imperial contact unless specifically requested.
  3. Native government to decide on all use of profits accruing from trade with the Empire.
  4. Human colony members and descendants agree to peaceably and permanently vacate planet if ordered by (a) native government, or (b) Imperial government.
  5. If provision (4) is not followed, Imperial Navy will enforce it at request of native government.   
  6. All natives eternally and irrevocably granted the full rights due to all Human Imperial citizens, excluding right of Galactic franchise. Any conflict between rights of Human colonists and natives will automatically be decided in favor of natives. Only an Imperial Court of Inquiry will be empowered to reverse this decision.
  7. When possible, all Colonial matters (excluding contact with Empire) will be conducted in or translated into native language whenever natives are present; native language is strongly encouraged for colonist use at all other times.
  8. All questions of natives to be answered truthfully and completely, except for matters involving Imperial Security.

 

Unionist Party

The Unionist Party was a political coalition within the Imperial Council c. 175-185. The Unionists, led by Trev Fodon, advocated closer ties between the Provinces and more central control by the Empire.

In the Election fo 184, Maj Thovold ran on a Unionist platform and won the position of Secretary-General. After that, the Unionist party became virtually indistinguishable from Maj herself.

The Idara

Idara (plural, Idara):

List of Idara

The word translates as “tribe,” “division,” or even “team.”

The Idara were originally a mix of geographical and administrative divisions in the Nexus hierarchy. The names of the Idara were derived from the codenames of first-generation administrators (i.e LA.Verne → LaVerne). By the second/third generations, Nexus members were usually sponsored by, or closely affiliated with, the existing Idara. (This affiliation, similar to adoption, was signified by adding the Idara name with the honorific “kwa” i.e. Tadj Kimmitt kwa Ellenndan.)

Originally, the individual Idara had georgraphical or administrative specialties, i.e. Schmidt in Finance, Chlad in international politics, or LaVerne in western Mexamerica. In time, these specialties faded as each Idara broadened its focus. By the late 2060s, as the Idara were becoming more aware of the need to broaden, promising cadets were sought after by particular Idara, and by the early 2100s there was even a system of recruitment and trading similar to present-day professional sports teams.

By the early 2100s, in most of Nexus space, the Idara functioned as de facto governments, usually under the Umoja model -- i.e. ordinary citizens would contract with a given Idara for services and such.

When interstellar colonization began, most Idara colonized planets that became their Seatworlds -- that is, administrative and cultural headquarters.


Titles

The honorific "Sayyid" was used indiscrimately for members of the Idara, i.e Sayyid Firstname Lastname, Sayyid Firstname, or Sayyid Lastname. A Provost or member of the Imperial Council could be referred to as Firstname Sayyid Lastname.


Inheritance of Names

The inheritance of Idara names was rather haphazard, but there were several principles that received at least lip service.

  1. The last survivor of an Idara always passed on the Idara name
  2. The heir to a territory or position passed on the Idara name, unless a survivor takes precedence
  3. The ranking Idara name is passed on, unless an heir or survivor takes precedence
  4. Idara names can be passed on to non-adopted Idara only by vote of the Imperial Council

 

Tarantula Nebula, Lesser Magellanic Cloud

A large nebula in the Lesser Magellanic Cloud, dominated by a a construct called the Web. Until about TE 220, incorrigible prisoners were sent to the Tarantula Prison Facility and habitats scattered throughout the Web.

The State of the Empire Report

The State of the Empire Report, produced under the aegis of the Grand Library, was the daily newspaper of the First Terran Empire. Ostensibly for the members of the Imperial Council (and later, the Emperor), The State of the Empire Report was available to all citizens; it was distributed widely and read by nearly everyone.

The Report was released every 24 hours at 06:00 Imperial Standard Time; incremental updates were released at six-hour intervals throughout the day.

The entire Report was daily imprinted on the Emperor's brain.

The Report, usually read on terminal or datapad, was massively hyperlinked to the Grand Library's database.

Thrones and Crowns of the First Terran Empire

In outward form, all Imperial Crowns are the same. The Imperial Crown is based around Charlemagne's Crown, with an added whirlpool motif to represent the Galaxy.

Crowns:

  • The Spiral Crown contains the authentic Crown of Charlemagne, and is worn on state occasions.
  • The Crown of Terra is "hideously ostentatious" and contains parts of the Crown Jewels of many Terran nations.
  • The Memory Crown is used, in conjunction with the Memory Throne, to implant information directly onto the Emperor's brain, and also for memory implants to the Heir. Daily, the Emperor receives an implant of the State of the Empire Report, as well as other information that his advisors deem valuable. (This process greatly accelerates the aging process.)

Thrones:

  • The Jewel Throne is very ornate, and is displayed to the public. The Emperor uses this throne on state occasions.
  • The Whirlpool Throne, less ornate, is the Emperor's everyday seat. It contains all of the datascreens and computer links that the Emperor needs to carry out the Empire's business.
  • The Memory Throne, kept in the Decision Room, is used, in conjunction with the Memory Crown, to implant information directly onto the Emperor's brain, and also for memory implants to the Heir.
  • The Wisdom Throne, in the Council Chamber, is designed to be uncomfortable. It was erected by "a vindictive Council."

Title borne by the chief assistant to the Emperor during the First Terran Empire.

The Council of the Free Peoples of the Scattered Worlds

Advisory body to the Free Peoples, the loose cultural union of mature sapient races in the Scattered Worlds, headquartered on Nephestal. The Council meets, more or less continually, in the Assembly Hall.

The population of the Free Peoples is very difficult to estimate, since no regular census is ever taken. Each of the great Empires of the Scattered Worlds left about a billion or so in its wake, or about 6 billion including the Daamin. But that's only the tip of the iceberg. The Temple of All Worlds does homage to perhaps a million planets, each with its own native population of Free People. These populations total somewhere between 3 and 5 trillion.

Perhaps one in a million is fit to be a Galactic Rider; thus there are an estimated four million Galactic Riders around at any given time.

Kinghts of the Round Table

A group of young populists in the Imperial Council c. TE 180. Their most illustrious member was Tsung-Dao Wu.
