Terran Council
The Terran Council was originally a biennial meeting of Nexus delegates, held in conjunction with the World Creativity Conference (usually held the first week in September).

The Fifteenth Terran Council, held during the crisis of 2042, superceded the United Nations and became the de facto world government. Its authority was confirmed by a series of plebicites held in 2043-44. Following this date, the Terran Council met in regular sessions. At first, the 101 delegates were appointed or elected on a regional basis, generally following Nexus geographical divisions; by 2100, 42 seats were held by Nexus Idara, and the remaining 59 seats were at large.
In 2153, the 70th Terran Council proclaimed the Terran Empire, and reorganized as the Imperial Council.
Secretary-Generals of the Terran Council
After the Sack of Terra in TE 381 the Imperial Council moved to Laxus, and Terra was left to its own devices. A new group was formed to take the reigns of planetary government and coordinate the rebuilding effort. This new group took the name and legacy of the old Terran Council, but besides the name there was no continuity with the original Council.
